If you planted trees or shrubs this fall, be sure to keep them watered until the ground freezes (if it does in your area), and continue to keep them watered through next spring and summer. Even "drought-tolerant" plants should be treated to supplemental water in dry times until they are well established in the ground, which usually takes at least a full year. Most new plants require an inch of water each week—on a new shrub with a 20- to 24-inch rootball, that amounts to 10 gallons of water.
